Water efficiency has been broadly described toinclude both demand-side management (conservationprograms and incentives) and supply-side management(utility leak detection and repair programsand water recycling). The logic of efficiency thatapplies to all of these practices is explored and aframework is offered for organizing informationabout water-use efficiency.Utilities seeking to plan, design, and implement a successfulwater efficiency program have often struggled tosort out the costs and benefits that define efficiency, especiallywith regard to the varying perspectives of the utility,program participants, and society. In addition to providinga hands-on approach to defining water efficiency andanalyzing costs and benefits, the article spotlights the practicaltools that evolved from the research project.
